XC90 - No High Beams.

XC90 - No High Beams.
I have a 2004 Volvo XC 90 AWD, with no high beams. There’s one HID bulb, and one Halogen bulb per side. I know the main HID bulb serves as both low and high beam, and the reflector/deflector thing is supposed to move up and down to project the light low or high when required. (correct me if I’m wrong please)
Here are the symptoms.
1. The Halogens come on as DRL’s in the daytime, if the dashboard switch is set to OFF. (Good)
2. The low beam works fine if switched on manually anytime, and the DRL’s go off. (Good)
3. The low beams work if it’s dark, and switch is set to auto, and DRL’s go off. (Good)
4. When the headlight is off, when flashing high beams to pass, the low beams come on. The blue indicator on the dash lights up, but only the low beams flash.(Bad)
5. When the lights are ON, low beam is fine, but when switched to high, the blue light indicates in the dash, but the light remains on low beam. (Bad)
6. When flashing the lights, the relay under the steering wheel goes “tick”, indicating it’s working. (Replaced this for good measure).
7. The high beam fuses in the engine compartment (fuse 20,21 – 15amp) get power when high beams are switched on, and lose power when switched off. (Good)
I’m wondering I the dealer at some point coded this out??

Bulbs are good, they work on low beam. The lights are always left in the ON position. This is to do with the flap thing that is supposed move up and down for high and low beams.
