1. What is your budget?
2. What is your goal? Engine (Horsepower/Torque), Handling (Suspension) or Interior/Exterior appeal?

This is what I would do.
1. What year is the R? It doesn't really matter as this is a very important step no matter how old or new the car is. STAGE ZERO. Info on that can be found here, http://volvospeed.com/vs_forum/The-V...To-t21017.html
Also get a boost gauge as well.
2. Have a local shop that can mandrel bend make you a 3" downpipe to a 2.5"-3" catback system with a free flowing straight through design muffler like Magnaflow. You will see the most gains from the downpipe.
Also after you do STAGE ZERO I suggest putting your car on the dyno to see what you got.
Also after you have the downpipe and catback done dyno it again and see what you have gained.
This will only help you knowing exactly what your making. Also get A/F ratios with each dyno.
3. Now do your ECU upgrade. If you do the ECU upgrade before you do the downpipe and exhaust you will have to send your ECU back to be remapped because the ECU wont truly take full advantage of the bigger turboback (Exhaust system) you have installed. So do the ECU last to gain full potential of what you have done. RICA, IPD, BSR, Upsolute, SpeedTuning USA and Inmotion are companies to look into. I listed them in order of pricey to cheap. If I were you I would def. go with RICA, IPD. If you go RICA send your stock dyno sheets and A/F ratios as well as your dyno sheets and a/f ratios with the upgraded exhaust system to RICA. They will tune it to the specs you have and the A/F ratios will help them out greatly with this.
First off there is a R forum over at http://www.swedespeed.com
I'm on there as well as here, I can say this much....
1. Take your stock R down to your favorite Muffler Shop and have them remove the Safety bracket and Resonator so you dont ruin your driveline. This is a common problem for all year models of R's. It will give you a more throaty sound and reduces weight a bit.
2. Invest in a custom CAI and Filter such as K&N or BMC.
3. Invest in a Stage 1 ECU tune from BSR, or IPD....however if you want future diagnostic and upgrades go with the BSR or IPD softloader.
For a 1000 your lookin pretty close....
Resonator=50-60
CAI=100ish
softloader ECU stage 1=900-1400
One thing you'll find about the R's is they are great in stock form, the engine components other than a bigger DP, and exhaust are ready for stage 2. S70Driver hit it dead on with installing boost gauges. You'll run at about 14.5PSI of boost on the Stock R turbo settings.
