Rear end collision - repair question

Rear end collision - repair question
I was recently involved in a rear-end collision. I was stopped, but the driver behind me collided into me. I drive a 2002 Volvo S60.
I've had estimates for repair, and it is estimated between $7000 and $10,000. The most expensive portion of the repair is for replacement of the body frame's "back panel", which is made from boron steel. They estimate about 14 hours of labour to replace the back panel, mostly welding time.
I included a picture of the bent body frame.
Does anyone out there have a sense as to whether or not I really need to replace the "body frame back panel", which is only deformed a little bit? What are the potential downsides if I don't bother replacing/fixing the "body frame back panel"?
If I decide not to bother fixing the "body frame back panel", the cost to repair would be much lower.
Thanks to anyone who can help.
