Recall

I took my S60 to get a software update that they wanted me to do through a recall (california emissions standards!). The dealer called me a couple of hours later to tell me they couldn't do the update because of some throttle calibration issue and that they couldn't start the car because my calibrater was busted. 1) does this even make sense? 2) shouldn't they replace it because to perform the required recall they have to fix the things that are related to the recall? They wanted $370 for the job which is most likely a rip off. So I told them to resolve it with Volvo before they did anything more. what do y'all think?
