s60 headlights not working

Unhappy s60 headlights not working

Hello all,
Just got a 2002 s60 that had been sitting for about 6mo. They lost the key!?!
Got a new key programmed, new battery, and now my journey begins...
Info says low beam failure, but fuses are all good!
(there is not a fuse in high beam slot. when i put one in, high beams are on all the time. should that fuse be left out? Also alarm fuse is gone)
It is a 2.4 base, non turbo. Please help...

The low beam failure message will display when the bulbs themselves are burned out. On my '02 the drivers side low beam was failing frequently and I discovered the connector where it plugged in to the bulb was cracked. Once I replaced that connector it solved the problem, so when you replace the bulbs check for that issue.

Recently I gave my recently purchased 2008 S60 at the service center for an engineers report.

I was getting the message -
"BULB FAILURE
DIPPED BEAM"

At first they told me both the low beams have failed and quoted me $70 for replacement.

When i gave my car to replace the low beams, they informed me there is some other issue and told that the bulbs were alright, but there is some other issue, they were like we have to check the wiring, module etc.

Later they told me both the headlamp control modules are faulty and they need replacement. They quoted me a total of $700 for the entire job.

I am attaching some images. I think i have bi-xenon headlamps which move with change in steering angle.

The parking lamps, front fog lamps, HIGH BEAMS, and rear fog lamps work properly.
A photo of working parking lamps and high beams is also shown.

I feel its fishy for both the headlamp modules to go bad at the same time, and the dealer is just giving a wrong diagnosis. I still feel the issue is something else which they are not trying to find out.

What areas can i look into to fix the low beam problem? (I feel $700 just to fix low beams is way too much)
