Default steering wheel shimy/shudder

01 s60 2.4 with stock 15in wheels. There is a slight side to side shimy or shudder felt through the steering wheel at speed of between 40-80 Kph. The car is smooth as silk at highway speeds and when accelerating or braking. The steering wheel only vibrates slightly but shakes side to side, if allowed by an infirm grip, when the car is at a cruising speed of 40-80kph. Any thoughts on what might cause this? Can it be a balancing issue even though its smooth once you start getting past 60kph

I would look at the balancing first.
