would 2008 s60 tail lights fit on a 2002?

 

They can, I have seen it done; but it takes some work. The two major differences are the number of studs on the housing (the newer ones have an extra stud in the middle of them) and the bulb bracket for lack of a better term (the location and orientation of the lights are different). Obviously the outward appearance is different, but that is probably why you want them...
