1998 Volvo S70 Engine won't start. Have new battery.

1998 Volvo S70 Engine won't start. Have new battery.
I replaced the battery within the past month, and had no problems with engine starting until today. The battery cables are tightened securely, and there is no corrosion on the terminals. I tried to jump start the car...with no success.
All lights, power door locks, etc. seem to be functioning properly. When I try to start the car, I hear one click.
My first guess was that the starter is the problem. I know that some starters can get "locked up" and can be remedied with a sharp wack with a hammer. Is there a blown fuse that could possibly cause the issue? How can I tell if the problem is with the ignition switch, starter or alternator?
As you can see, I have lots of questions...but am not sure what look for/try now.
I'd appreciate hearing from those who have experienced this situation!!!

Beyond the usual positive or negative cable loose connection issues. There are threads on an immobalizer ring and the starter/relay
I ran into a similar problem. The A/C pulley seized and prevented the engine from turning over. I replaced the started to no avail. It's a quick check, just remove the serpentine belt. I actually turned it over by hand and not the started. There is a flap in the fender well you can flip up after removing the plastic nut. You'll need to remove the passenger wheel to do that.
