at a red light with the windows open my car smelled like it was running rich... i was the only one at the red light so i knew it had to be my car.. is this why im getting 240-260 miles for the whole tank... which is like 13.5mpg??
and is there any way to fix this??

It could be like 100 different things. That's why you need to have the codes pulled.
