Default Exhaust tip causing power loss?

I recently changed out the tip on my exhaust, and the new one i put on has a piece inside that has holes in; (it has 2wo layers, each one consists of things that could be related to jam jar lids with holes every few incles drilled into them around the edge, and another behind it the exact same thing but on a diffrent rotation so the holes don;t meet. In the middle there is a piece that has many little holes in it and is open on both ends also.) that allow air to pass through it and make some funky noise. My question is does it cause power loss? Does it cause a buildup in back pressure that could **** over my engine, or would I get a sensor light for that before it happens, or and error code displayed to me? It might just be my imagination, but it doesn't seem to go as fast acclerating before as it did prevoiusly.

I need some advice on if it is damaging, preventing, robbing or doing any other such things to the engine that could harm it.
Thanks
