Default Found this under the driver's seat

and it looks familiar but I can't place it. Turns out the screw is way too small for the ****.
The **** about 3/4 inch in diameter and the same high.
In the past year I've had the seat and console both out as well ast the trim around the steering column and under dash trim so it could be from any of those locations. Or not.

Anybody recognize where it goes?

Well, it has a hex-pattern cut-out in the center, which would likely fit over the metal hex-head of a twist shaft. Rib texturing around the outside for fingers to gain purchase for turning. With the added indicator of a small counter-sink screw to hold the e piece in place, it REALLY looks like this is an adjuster **** of some sort.

What in your vehicle would have a manual adjustment ****, as opposed to a push-button power or digital adjuster?

Your choice;
1) A "Tuxedo" cat that will let you know when to feed it, let it out, let it in, pet it, etc.
2)2 college students, both of whom refuse to use foul language (such as "work", "job" etc)
3) Patriotic wife (trying her best to keep the economy moving with her very own "Stimulus Plan")
