Default fuse for climate control keeps blowing

hi, new to the formum and need some help.. a few days ago the air fan/blower just stopped working. had this same problem a few months ago and my volvo dealer said i probably had ice build up in the motor and after it sitting in the garage a couple of hours (ice melting away)all they had to do was change the fuse and everything worked.. so i first check the fuse and it's fine? i wait a couple of days for above zero temperature thinking if it's ice it will melt.. i try turning the air blower on and nothing so i check the fuse again and this time it's burnt? so i change it and bingo the air blower goes onfor 10 secs before it stops again! i check the fuse and it's blown again! i change it again and try the air blower but this time it never goes on, the fuses just kept burning out? any ideas

Maybe the blower motor is bad causing the fuse to blow.
