Is my TPS good?

Is my TPS good?
My scan tool measures the Throttle Position in a %.
When my foot is off the accelerator pedal, the scanner reads 11.8%.
The throttle body is clean, so I'm 99.9% sure it is not being held open. I think 11.8% open would be pretty obvious.
Anyone have an opinion on this?
I'm still trying to track down a drop in idle while slowing to a stop, its been going on for a while.

Someone with a scangauge said theirs was sitting at 11.6% with normal drivability.
I think either the gauges don't 0 it out from the base number, or whatever.
I don't get any codes except for a random P0108 that was hidden by a normal SAS light, for a while probably.
It almost feels like the tranny is hanging on too long while slowing right down to a stop, but its hard to tell if its the engine choking or the tranny.
I think I'm gonna flush the transmission, its time anyways.
Hopefully that will give me something to go on.

Ok, TPS seems good then. It having such a high number made me think something was up.
I think I'm moving on to IAC, its been a little while since I cleaned it up.
If it slightly improves when its when super clean, I think I might take a chance on buying a new one.
I've been hunting this thing forever. But I can't afford to gamble. Is there a way to test the IAC?
