I recently purchased a 1990 Volvo S70 base model as a vehicle to work on. In taking it apart, I noticed at some point, someone broke a small piece off the cam journals and the head was severely warped. It is clear that someone in the past didn't have much knowledge in repairing these vehicles.
I am currently looking for the best/cheapest source for a new cylinder head. With the journals broken, I doubt there is much a machine shop could/would do and the head is warped over 9 thou. Anyone who where (besides a salvage yard) I could find a cylinder head? Preferable new, preferably with valves and fully ready to install.

besides a salvage yard? Ebay, Craigslist... I googled and saw quotes in the $1500+ range from dealers who sell online. You can search salvage yards via Car-Part.com--Used Auto Parts Market to get a sense of the cost for a used part then take that to a machine shop to be dye tested and milled or you can find a yard car that's still running. Considering a base '99 S70 is worth 1000-1500, even in nice condition, finding a $250-350 used head with some shop clean up seems to be the most economical way to go.

Honestly, I'd just look for a used one in good shape. New cylinder heads are quite expensive... about the same price as the whole car in average condition.
Do you have a Pull-A-Part used auto parts near you? They seem to have one of the biggest inventories, and their prices are very fair for the most part.
This goes along with used, but look on CL for people near you parting out.
