Default New Rear Brake Rotor Not Spinning Freely/rubbing

Installed new brake rear brake rotor and it does not turn freely and makes a rubbing (swish) sound for every rotation...continues to rub when the entire wheel is reinstalled. Took the new rotor off, put the old rotor back on, and now that one has the same problem! (The old rotor did not rub at all before I removed it). Is the E-brake shoe now rubbing on the rotors? I tried adjusting the cable tension in the center consul, didnt help. I dont know if it is the dust guard, hub, e-brake or what. Any advice would be greatly appreciated!! Thanks.

Maybe it is the cross spring on the caliper hitting the edge of the rotor.

Well, it happens when the caliper is removed. Seems to be the shoes rubbing. I can adjust it so that it is pretty close, but never noise free. Also, it seems to stop after I tap the rotor with the hammer after releasing the brake. Would re-installing the wheel and driving fix this rubbing problem? Or will it fix itself over time? Thanks

You night just need to drive it to seat the E-brake shoes.

I think driving it is a good idea but I'd be careful to watch for overheating if it does not seat itself quickly enough.

Thanks for the tip! I tried to adjust them as close as I could and drove around. I could hear it a little bit at first, but now not so much. Definitely more brushing noise when applying the new brake pads. So, I guess I dont need to worry about overheating the brakes? Thanks!
