Got message on my 2002 S70 this morning telling me Reduced Engine Performance. I have been noticing the message screen doesn't stay lite or flashes the messages

Is the reduced engine performance message usually an electrical issue ?

Your first step should be a scan with an appropriate scan tool to see what codes might be stored.
