Default weird smell coming from vents

everytime i put the heat/ac on in the car a weird smell comes after 20 minutes.
do you think its the cabin filter? the car is a 98 s70 N/A... im pretty sure it has never been changed..
and can anyone give an idea of where the cabin filter is located?

The cabin filter is under the plastic cowl cover on the passenger side.
The heater core is behind the radio in the dash.
