Just got a 1998 S70 and after washing the car discovered that the windshield whipers and washer aren't operating. moving the control lever doesn't have any effect at all. I don't think it's a fuse as the horn -listed as on the same fuse - works fine. So.....???

 

This problem is going to take some troubleshooting. How good are you with basic hand tools and a multimeter? Get hold of the wiring diagrams for the wiper system, and start testing. First thing to do is check for voltage at the wiper motor. Is there voltage? Then replace the motor. Next thing to check would be the relay, then the switch, and finally, the wiring.
