Default Winter problems! PLEASE HELP

I own a 2000 Volvo S70 and its runs great. However, whenever the weather gets below approximately 50 degrees the inside won't start up. My car will drive and run but the radio won't turn on. The windows won't roll down, the dash lights don't work, the windshield wipers don't work, and the air/heat won't come on. It takes usually 15 minutes to get all that running. But it seems to be getting worse and worse. I usually drive all the way to work before anything starts working. The seater heaters work, and so does the back window warmer but nothing else. I have no idea what the issue could be. Electrical or the thermostat??? Please help, I live in MN and it's freezing!!

When this happens, try turning the key very slightly back. Could be a worn ignition switch.
