2004 s80 Can't adjust headlights down far enough.

Default 2004 s80 Can't adjust headlights down far enough.
I've had the headlight lens adjuster out, cleaned & lubricated it. Adjusted lens all the way down. Still not low enough. Blinds oncoming traffic.
