Brake lights doesn't work. Checked bulbs and fuses.

The lower brake lights on my 2001 S80 have both stopped working. The one on the rear window still work though. Everytime I brake a message appears about a problem with the lights, but I haven't been able to fix it by changing the bulbs or checking the fuses. Does anyone know what could be wrong?
