Default Bright passenger headlights

I just bought new sylvania H7 headlights for both sides and the headlamp on the passenger side is significantly brighter than the driver side. Has anyone ran into this issue? One things i notice is that the inside of the passenger side headlight case is foggy, but that is the side that is brighter.

hmm i have never heard of that. can you take some pictures for comparasion.
few things i can think of:
1) make sure the bulbs are tightly secure and not out of alignment
2) might have to do some electrical diagnosis with a volt meter. or have it checked by a mechanic or check the ground wire
3) make sure the wires are not loose. just follow the drivers side wires to make sure its all tighten
4) also i suggest swapping the bulbs and see if the low brightness still there

mechanic said the light was not grounded correctly. Thx anyways the lights were drastically dim on one side, super bright on the other side.
