Default Heater, surging and oxygen sensor questions

Have a 99 s80 with a few little issues.

1. error message says Heated Oxygen Sensor Bank 2 Sensor 2 has an issue. Does anyone know where this sensor is and does it have to be the sensor itself oris there somethingelse in that circuit that I should check first.

2. The heaterdoes notallow air to go to the floor. The normal vents and defroster work great but cannot get any air outon the bottom. Wife was told there is a fuse that controls that. Is that true and where is this fuse located?

3. Car still has a surgebetween 2000 and 2400 rpms. Got rid of the surge at idle after downloading the latest software from the dealer (thanks tech, your info was invaluable). Not sure if this is related to #1 above.
