Is that a freeze plug hole with the plug missing?

That hole is a provision for a turbo motor setup. At one point volvo drilled the holes in all the blocks and used a metal plug to plug the hole. Many of these blocks have lost the plug from the hole.
You can purchase a new plug and install it and that will take care of the problem.

There is some copper paste that we put on it, and usually hit it with a socket and hammer, but a pry bar will suffice.

They just come out on there own, but you may want to have the oil trap checked to see if it is working properly.

The paste is like a anti-sieze, I suppose you do not have to use it.
