Is it normal to be able to shift out of the park position without stepping on the brake?

if the car works then who cares, just make sure to use the hand brake when u park

 

IMO this is a safety issue, especially with kids around. What woul the fix be? On my car it is also very difficult to move from park when on a hill.

 

Someone would have to get in there and inspect the cable from the ign. switch to the shifter assembly and the micro switch and soleniod.

For the hard to get out of park try using the e-brake before you put it in park and see if it helps. There might be to much pressure on the parking pin on the hill making it hard to get out of park.
