Default trunk lock remote not working properly

Hi everyone. I have been reading and can't find what I am looking for. So here is my problem. I have a 99 S80. The trunk will unlock with the key but not the remote or the push pad on the trunk. When I take it apart the little actuater mechanism doesn't seem to work properly. If i push the remote the little plastic arm comes out but does not push the lock over to open. If I push it a second time the arm does not come out. If I wait a little then do it the arm will come out. So my questions are
1 Could this be because of a low battery. I know my battery is old and does not hold a charge well.
2 Is the little actuator not working properly. Even if the car is on, when i push the trunk pad to open, the arm comes out once but if I push pad a second time nothing. Any help would be greatly appreciated. Thanks Ron

The latch assembly might be bad.

Could be the motor, the button on your fob does have to be pressed twice within a couple of seconds. (a bit of a safety device in case the button is caught)
