What on earth is a turbo control valve?
I've heard it referred to before too, my dad had to have it replaced on his 02 S80 T6, but my only guess is that it regulates the air in or out of the turbo, or something...

the s80 t6 is a bilatteral turbo system which means the small turbo on the passenger side spools up to a certain rpm then the turbo control valve tells the larger driver side turbo to take over the boost at a higher rpm.
the code is telling your the measured boost pressure is measuring out of range. First thing to do is check for air leaks after the turbo (ie tubing from the turbo to the intercooler then to the intake/MAF etc). If that looks ok then it could be a failed turbo control valve/boost control valve. You can find some vids discussing these parts on Youtube. The TCV is on the side of the air cleaner box. I had an overboost error code which I thought might be caused by the TCV, but it was a cracked vacuum hose. Take off the strut cross brace and look at the lines that run to each of the turbo wastegates.
