Default Really bad Fuel Leak

I have a 1998 Volvo S90. I was driving when I began to smell fuel. I pulled over and under the motor on the driver side gas was pouring out out of the mud guard. Mechanic says its an $8.00 dollar hose but a $230 repair due to the fact that the hose is in a location where he needs to remove the exhaust and other parts. The is no visible leak from the top. Is there a gas line that deep is that deep in the motor to cost this much to repair?

Being the lines come out the top of the tank, I can seem them being routed through that area. At least he does not need to remove the gas tank.
