Default Timing belt too short.

I have a repoed 2000 V4 that the timing belt was missing. The engine has the overheat buttons & yellow pain marks on it so Im sure it has been replaced. I bought a timing kit w/ water pump & replaced that & the pulleys (tensioner & idle). Now Im going to put the timing belt on & with it looped around everything except one cam it will only stretch to about the center of the cam sprocket. I looked up the belt length, just over 53 inches, & mine measures that. Since the engine was replace I thought maybe it was a different one however the stamp on the engine is B4204T 177566. I removed both pulleys to make sure there was no way I could bolt them up in the wrong place. They look right. I verified 3 times at least that I did not have the belt hooked on something else or the teeth caught on a sprocket wrong. Even Had other eyes look in case I was just being stupid.
I did not do a side by side comparison with the water pump but I did the pulleys & they are the same. Same size & hole position.
I have looked up timing parts & B4204T engine differences to try to see if maybe there were different placements for the pulleys or WP or a different length belt. That I can find, there is no mention of the timing stuff being different.
Any idea what I may be doing wrong or if I have the right kit?
