Default 1.6D D4164T low coolant temperature

Hi,

I'm little desperate on this, I hope somebody can point me in the right direction. My Volvo V50 1.6D 2008 never reaches desired coolant temperature, it hard locks at ~75 C.
I have changed the thermostat, it came with the new temperature sensor. And nothing changed.
I have connected diagnostic software, I used OBDlink MX and Delfi to verify temperature reading. Additionally, no spikes in readings were detected, so it seems like the sensor is reading correctly.

The pain:
In our country services are not interested in fixing something problematic or require some investigation. They have piles of cars in line to do simple bolt off/on tasks.
You have to find "the guy" for "the problem" actually willing to fix it.
The suggestion was to f*** off or put cardboard in front of the radiator. I clearly know, I did not have this problem last winter.

Or family likes long trips, and I want to make my best, that car is in working order. This is my first car. I own it for 2 years.

Questions:
Where should I look in, to diagnose this problem? Maybe there is an additional temperature sensor for radiator fans?
How is your experience within your country, and mechanics in general?
