Default Auto headlight leveling trouble

Greetings group,
A Volvo newbie here. Two weeks ago, we welcomed in our first Volvo, a '09 V50 2.4i R-design 100K. We had no idea what the whole package is about when we found the car but merely looking for a car from a manufacturer that is renowed for safty.
Sure enough, what a sweet package R-design is. Wife gets motion sickness easily but she has no problem with it from the get-go. And in less than 4 rides she mentioned that we were cornering faster yet whole lot smoother No regret investing into Volvo but why didn't do this earlier!
Anyway, I have just noticed that auto headlight leveling is no longer functioning. I am pretty sure that headlights moved down and up then center when key truned to position II before a trip to the garage of the car yard for emission warning light. We got the car back since last Friday but only drive it at night just now. Is this a feature that can be turned off? The headlight sets were made in '08 is this acceptable for a '09 car? I wonder if my headlight set got swapped. This is the garage of the car yard who sold me my V50.
BTW, when key is switch to pos II, there is a buzzing noise in the engine bay, and when key is turned to off, right before the noise disappears, there are two shuttling noise, is it normal? Please shed a light!

You seem to have some sort of angle sensor issue. Check this link...

Thanks Greg, they mentioned repacking front left CV and could possibly disconnected the sesor (fingers crossed) I will look for it myself tomorrow
