Default V50 2.0D No boost at low rpm

Just bought a V50 2.0D 2004 with a little issue.. :,(

No turbo boost bellow 2000 RPM, above the 2000 RPM it does boost normally (feels like the VTG is not working at all but the rest is fine)

When I got around to inspecting it i saw that the vacuum hose from below the inlet manifold(where the 2 hoses are coming from a black plastic unit??)
The one that splits in a T piece is plugged (after the T where it goes down) with a screw and the hose coming from (if you standing in front of the car) left bellow is not connected at all
when I connect these properly (like a mates V50) the turbo does nothing at all..
does anyone have any idea what is plugged or de routed (sorry for my grammar... can't help it, I’m Dutch :P)

just did a diagnostic check with a mates tool;
U0301Software Incompatibility with ECM/PCM
U0380 GlowPlug/Heater Circuit "A"

i think this tells me that the car was chipped and that my glow plug is bad
but no faults seen regarding boost regulators or stuff like that

Will post a picture if the text is to blurry..

ordered a service manual from eBay, but still waiting on that..

if anyone got any leads!! (a picture of the vacuum route would also be very helpful)
