1998 V70 AWD Steering Noise?

Hi All,
I just drove my wifes car and the steering pump or rack is making that whining hydraulic fluid noise when you turn the wheel. I'm wondering if the seals in the steering rack can be replaced or do you need a whole new rack? The power steering fluid level was a little low and bubbly so I added more atf and it's a little better but certainly still noisy. Her car also needs a rear drive shaft, front upper strut mounts and a lower engine mount. They don't make Volvo's like they used to! This Volvo will be my last european car. I'm going back to the Japs. I have spent 5k on repairs to this car in the last year and I'm looking at another 3-4k in current repairs. I'm glad I'm not making payments on this POS.... Any input to my steering dilema would be appreciated!
