98 V70 AWD emergency brake

I've attempted to replace the e-brake shoes yesterday. I couldn't fit the rotors over the new shoes. I loosened the cables at the console and in the rear adjuster. The things seem to be installed correctly, as I did one side at a time, careful to note the other side's positioning. Since I couldn't get the rotors on, I dismantled the shoes, and tried playing with the actuator sticking out which is at the end of the cable. There was absolutely no play moving that cable in or out on either wheel. My only guess is that the cable is seized up somewhere, and because it is still in the position it was in when I had to tighten it up because of the wearing e-brake shoes, I'm not able to loosen that cable to accomodate the new unworn shoes.
So, any ideas why I can't fit the rotors over the new shoes?
If it comes down to it, is it safe to stick the rotors and calipers back on without the e-brake shoes, at least just to get it to the dealer? If the actuator is still attached to the end of the e-brake cable, will it potentially flop around inside the rotor and be a danger?
Suggestions?

You may be onto something.
I have never had to replace any E-brake shoes on the S/V/C XC 70 series.
The cable might be siezed and thats why you can't fit them and why they wore out in the first place.
I would try to make sure the cable and attached pieces are stable on the inside of the backing plate or something in there so it doesn't flop around.
Then is should be safe to install the rotor and caliper.
