Which style regulator is on the car? There is like 3 different types. Do you have one with a vacuum line?

No lines that I can see. Looks like the one without return.

OK volvo calls that a Dampner.

There might be another one inline or in the pump assembly.

I wonder if there is a pump problem.

The thought of the pump makes me cringe. It was a really straight forward replacement (minus the cutting), so I'm not sold on that yet.

Guess I'll look for something that looks like this and see if I can test it:

Maybe a line restriction after the pump/before the test port? Maybe the filter, which I'm sure is original, is affecting it?

Possible the filter might be clogged as well.

Update:

I put a new fuel filter on and no change. I also clamped off the fuel line before the fpr with no change in pressure.

I'll check the power to the pump next.

Was check ball in pump replaced correctly? if not this will cause the hard start as the fuel will drain from the lines?

I don't remember needing to deal with a check ball or valve. There is a plastic cone that fits over the supply port on the pump that connects to the metal supply line. There are no two ways to reassemble this thing. Anyway, it still doesn't explain my 12psi at the pump and 0psi at the rail.

I ran fuel hose straight from the pump supply out, T'd in the gauge and jumpered the relay to run the pump. It still put out 12psi max when I clamped the line, and took about 20mins to empty 3 gals of fuel. That's way too long, so I think the gauge is correct.

I was going to buy a new factory pump today, but the car was flooded in our NW Houston monsoon overnight (parked in the street). So, I'll have to de-flood and remove the interior and see if it still starts. If so, I may go ahead and get the pump. If not, it becomes a 24 hours of Lemons car or a craigslist parts car (not currently insured).

Well, I vacuumed out 16 gallons of water last Wednesday, removed the carpet and insulation, seats, etc, and the car started and ran. No sign of water in the oil or trans. So, I ordered the factory pump #9470674 from Tasca. I installed it tonight and it ran! It now has 41psi at the pump, holds residual pressure and starts right up.

So, if you need a pump, I can only suggest the factory replacement.

Where exactly is the FPR on the 98 V70XC AWD? I have been told a few different places. What is the easiest way to change it on this car?
