Is there a way to add maybe a manual boost controller to up the boost a little? Can my motor handle it?
No not on 1999+ Volvo's. ME7 doesn't go well with a MBC. The only way to up your boost on a 1999+ Volvo is to get an ECU upgrade.

Hows the one that IPD is pushing?
IPD, RICA, and BSR are three of the top notch ECU tuner for Volvo's. BSR uses the PPC which is a softloader type upgrade. Where you plug their unit into your OBDII port and update the ECU that way. IPD and RICA have both come out with a system just like this. However IPD and RICA both have their tride and true ECU upgrades.

Upsolute, SpeedTuning USA and Inmotion are decent ECU tuners and cost much less then IPD, RICA or BSR but remember you pay for what you get. I am running the SpeedTuning USA ecu upgrade and I love it, but it will make your car run rich but it is a good kick in your pants for the money. Also I don't plan on any major major engine mods other then possibly a downpipe and catback system so the ST USA ecu upgrade will do me just fine. But if I had saved the money and or had the money now I would go with IPD, RICA or BSR.

Oh to answer your question, IPD is great.
