Default Power steering pump shut?

C70 2.3 convertible 2003

Heard a whining noise when turning, then saw a leak in the asphalt. Was gonna refill the fluid when getting home from work to see what happens BUT the whining noise disappeared and the steering wheel is hard as a mother****** to turn. So basically no power steering. Does that mean that the pump is shut and I have to get a new one? Or does it still have some life in it if I refill the fluid?
Damn, this is gonna be an expensive story isn't it? Any recs where I can find a good, cheaper pump if I have to get a new one?
Thanks
Alex

Not really. Where is it leaking from? If it's coming from a line you may be able to get it fixed. The important thing is not to let it run dry. Get a few quarts of fluid and keep it filled until you can get it fixed.

A new pump is about $350, a after market rack is about $550 (with tie rods and tir rod ends). Labor on a rack will be a little expensive because they will likely have to drop the frame. Try to find a good Volvo indi shop to help you.

You may have something as simple as a blown hose.
