Default Timing Belt Tensioner

The time has come once again for a timing belt change. I call the dealership for a quote on their Timing Belt Kit. I'm surprised to find out the kit does NOT include the Tensioner itself, just some pulleys.? He said the Tensioner is separate and cost around $90?! Can anyone verify this?

according to my engine serial #, I have the automatic (hydraulic) tensioner.

Some kits come with tensioner, some don't; e.g.

Most usually only replace the tensioner and pulleys every other timing belt change. Fcp has this stuff too but their site appears to be down at the moment..

Can't believe some kits don't come with Tensioner. Then whats the kit for, the pulleys? Is the job of the pulley more important than tensioner? I'm just deciding on which parts to replace the go round.
