Default turbo lag

Is it normal for a 2001 V70 T5 to not start "pulling" until 3-3500 rpm?
It seems very slow of the line.
is there any way to fix this ( maybe a computer chip?)

No that does not sound right. I have had several Vovlo's and all have been Turbos. There is some lag, but usually they start to pull real good at around 2,000 rpm's or less. Most people who test drive one for the first time can not believe how quick they are. I would suggest test driving another one just to compare the feel. No two are identical that's for sure.

Try cleaning the throttle body.
