Does anyone know, on a newer model - >06 - what's the likely culprit if one horn is stuck on AND the other horn blows the fuse if its connected? I'm guessing there's a bad horn, but maybe also a stuck relay - if there is a relay? Or might the switch be stuck on the steering column?

Wondering if you found a resolution to your horn problem. I have a 2006 xc70 with the same exact problem. The horn started going on randomly one day and then just stuck on. After about an hour, it finally stopped. Turns when I checked the 15 amp fuse under dash, it was blown, so I tried replacing. The second it touches the contact it blows the fuse.
