My wife’s Volvo’s driving side seat belt will not pull out. So therefore she can’t wear it driving. I’ve looked for ways, videos, tips on how to fix, but no luck. Need help please. I want to try to fix it before I have to take it somewhere. Thank you!

 

I view the reels as tamper-proof. That is just my opinion. in addition I certainly wouldn't be interested in cutting apart seat belts. So for me there's no question I would replace the whole seat belt assembly if I couldn't get it to unlock. I have not taken one out of an '07 XC-90, but I would not be surprised to see some SRS features hanging off that reel, and if so, you will want to avoid setting an SRS light when you have it dismantled.
