Which 2003 engine? Either way unless you have a fuel pressure sensor on the left end of the fuel injector rail that looks like the picture below - you don't have a fuel pump controller. The 5 and 6 cyl. gas 2003 fuel systems (in the US) don't use a PEM. Why do you ask?
Awesome. So I DONT have one. Car turns over but wont start. I think it is my crankshaft positioning sensor. Replacing that Friday, along with the fuel filter that was original to the car, and seeing if my problem is fixed. Thank you for your response! (Edit: I have verified that I have fuel pumping--when I turn the key to the ON position, I get a splash of gas out the line at the fuel filter...).

It's not your crank sensor. What codes do you have? What's the fuel pressure? Are the injectors firing? ($8 noid light flashes) Do you have spark at the plugs? Is the timing belt on correctly?
What's the fuel level? (many cars have been towed in low enough on fuel to not start)
Some auto part stores might loan a fuel pressure gauge.
A quality scan tool can monitor injector and ignition pulse.
Guessing is going to get expensive and frustrating.
I had no fuel pumping until I disconnected the crank sensor--then fuel pumped. Fuel level is 3/4 tank. Zero Codes on the reader. Once I change the sensor, Will then move to many of the things you listed. If it jumped time, that would be AWESOME--then I will part out the car...
