2004 Volvo XC90 - Hood Latch will not release

I have a 2004 Volvo XC90. The lever pops the hood but the latch will not release. I was going to change the low beam bulb but cannot open the hood. Help!

this is obvious, but you are pressing the lever under the hood after it pops up, right?
