2005 xc90 no start, need your expertise

HI, all
My 2005 T5 XC90 is no start after heavy raining day, when key is turning I can hear relay click but no starter. To check starter,I bypass starter relay with wire but not working for the first time. However after I lock and unlock the door 5 times it start right of way by hot wire starter relay. Next time I have to repeat this step to start. hot wire relay once first and using key to lock and unlock (by manual or by remote button) and hot wire relay, it start.
which means starter is working fine. Fuel system is working fine.
lock and unlock door five times refresh anti thief system but no start by key.
I have been trying pretty much all I can get info from online, such as replace relay, tapping immobilizer antenna and etc. not working in this situation
I am about to make decision to send ECU to repair facility before that, I need your valuable advice,
1. Do you think is my xc90 symptoms related to ECU. there is no OBD code.
2. if not what else could be? CEM, Anti thief, pcm or ?
3. Does anybody have experience using repair center for ECU like this matter.?
