For a Key - Order a key from your local Volvo dealer using the VIN. A precut key will arrive a few days later. If it does not open the door and turn the ignition then either those locks have been changed (not likely both of them) or the key was cut badly. Hey you can return it and get it done again hopefully for no charge!
Then, have the car towed to your local dealer. (or someone with a VIDA subscription) They will be able to use VIDA to program the car to accept the signal from the new key. Then if the car starts - great. Or tow it back to wherever you are going to find out why the car was at the auction to begin with. Good luck!
You WILL NOT be able to get the car to start (or attempt to start) without using VIDA to program the car to accept the new key - don't even try.
Plan : order a key from the dealer around 90 try it out on the car first, - make sure it works on the door and ignition switch,
have car towed from the place (storage yard where I bought from) to the dealer where it will be programmed - total close to 450.00 have no choice I guess..
or WHAT IF .. I buy the VIDA DICE my self and try to program it so if I get the key from the dealer cut to the VIN # does it have to have the software the key it self ? remenber the guy from the dealer saying thats and extra 49.00 to the software/program on the key ..

Why not purchase a plain chip key (as pictured below) precut from Volvo, and then have only the key "programmed"? I have heard that can happen for less than $200.
If your 2006 t5, t6, or v8 turns out to not need more than the car is worth to get it driving again (highly doubtful since the car is at an auction for $800)
And you really want to open the doors from afar with a button - You can purchase a seperate triangular remote and have it "programmed" for about $225 more.
#2 Buying a DICE unit and programming stuff yourself. -----
A clone DICE unit is about $150. There have been reports and Volvo says so on it's VIDA website (volvotechinfo.com) that clone dice units will not work with the VIDA product you will need for a download. I have heard of workarounds (?getting a new dice number for your clone dice using vdash?) and that might be OK for someone who fixes Volvos all the time -
Programming yourself - certainly - I and many others at my shop have done at least a hundred downloads over the years. (using factory dice units) So it's easily done - granted some downloads have taken several days to get done due to technical problems - There is a learning curve that not all of of my techs have been able to master. You will have to purchase a 3 day subscription, download and set up the VIDA client, learn how to use the software, debug any problems, purchase and install the key download, and of course the precut blank key. It's best to have a quality battery charger connected to the car at all times during the download process - so you'll need one of those also. (bad things happen if the battery goes dead when "programming"

two things I did earlier today - NOT sure if it was smart lol..
bought the key only that attaches to remote controls part # 31253452 PASS KEY $101 total - under the advice of Frisco dealership - thought behind that ! I might get the control later on or if I get an after market controls I maybe be able to program it my self using VIDA dice ..
the other thing ordered

VIDA Dice 2015A Add New Models OBD2 Car Diagnostic Tool Language and Tuning Diagnostic from walmart online will be here next week.128 plus tax
will this work too ?
Good luck with the Dice unit - note #3 "3.Support Windows 7 32-bit or 64-bit." As mentioned earlier that program was designed for and requires win 7 pro - unless someone hacked the program to negate that requirement.
There was never an official VIDA 2015a from Volvo. A hacker took 2014d and changed some files to possibly include some newer VIN numbers. If the systems on those newer cars were not invented/installed/available yet - Vida won't find them, there will be no parts, diagnostic and service information for them.
With that tool and software (if it works, the first clone I purchased did not) as said earlier you will be able to do everything service, parts, and diagnostic wise - but will NOT be able to program a key, a remote or any other software downloads not matter where you purchase the remote from. I'm amazed that Walmart is selling stolen software - Volvo legal department tries to find and shut all those sources down - they are protective (and should be) of their intellectual product.
As stated earlier the only way to do that is with a VIDA subscription from the source listed. And a clone DICE may not work. Check the warning on the Volvo Vida purchase page.

update : so I got the PASS KEY 31253452 from the dealer today , planing on going to the yard tomorrow to try it on the car before I have towed to the dealer - they will program it for around 300 plus 100 for the key (NO REMOTE CONTROL YET) total around 400
I m thinking I can purchase the remote
Keyless Entry Transmitter - Volvo (8688799) from tascaparts
question : using VIDA DICE 2015A any possibility I can program the remote to the car as long the other key has been programmed to the car computer and starts the car ? or AM I again asuming wrong lol......
or do I still need the software and subscription from VOLVO to program the remote/transmiter part too ?

This has been discussed many times.
You CAN NOT use the stolen/hacked version of VIDA to program anything that requires a download from Volvo! (and to activate a remote requires a download)
Volvo never made a "2015A Vida" - that is the product of some hacker. If Volvo had made a "2015A" I would have been sent the DVD. Instead I was instructed to move to the new client/server version. It was slower, the dealer people I talked to hated it - but that was the only choice from 2015 to the present - to be able to "program" keys/modules/remote/etc.

I tend to prepare for the worst do not expect the best!
it turns out the yard selling this car DID not disclose " they had 2 REMOTE CONTROL KEYES ) suprise suprise ! no need to tow it dealership and fees for programming it
also got home removed old death battery used a smaller battery temporally - car started ... today I got a brand-new battery from Costco. I will put it on later after work
Engine actually sounds pretty good too. exterior looks pretty good interior headliner is falling and carpet and seats need cleaning ...
I might upload some photos
thanks
