Default ballast testing

Does anyone know how I would go about testing the ballasts for the xenon headlights on a 2004 XC90?

I want to rule out the ballasts before I replace the bulbs.

The only way I can think of is to just swap bulbs from one headlight to the other.

Ok. I got a pair of brand new Xenon bulbs and installed them. Turned on the headlights and nothing.

Verified that all fuses are working (driver side panel, and under the hood).

So I a m guessing its the ballast but Im not sure.

Does this 04 xc90 have two ballasts?
What would cause both to go at the same time?
Does anyone have a write up on how to trouble shoot them? (voltage in, out etc.)

Almost forgot. Where are the ballast located?

Could someone tell me about the igniters? Dealer quoted me $400 per ballast and they are not returnable.

Both are out?
I wonder if it is a shunt problem in the CEM.

The Cem is the main computer under the dash.
