Default Loud noise that sounds like power steering pump is packing it in

i have a 2004 T6, has been excellent until the weather caught up with us, -30 celius. We now have a loud noise when the steering wheel is turned at low rpm, and stiff steering at low rpm. On the freeway and highway it is fine. But you can really notice the noise upon slowing down again. my first thought is the pump is crapping out, no leaks normal fluid level. Have not taken to a dealer as I would like to fix it myself. Anyone have any ideas?

Oh ok if it was the other style the bottle might have been bad not sure if the newer ones do the same or not. The metal pipe where the small hose attaches on the top comes out and causes the system to airate and cause noises.
