Default Pay more for SatNav Activation Discs?

I am a US military member who purchased a new Volvo XC90 while stationed overseas in England, and took delivery of the vehicle in Jan 07 while still overseas through Volvo's military sales program.I was told by the dealer at the time that since the vehicle's satellite navigation system (at a cost of $2120) was not usable in Europe, that I should take the vehicle to a dealer in the US upon our return to the States to have the satellite navigation system "activated." Having been reassignedfor duty inCA, I took my Volvo in this week but my dealer says that I must purchase a disc set at a cost of $200+ to activate the satellite navigation system for US use that I thought I'd already paid for.On a $40,000+ vehicle with a $2,120 satellite navigation system, is this really the right answer? Any inputs are appreciated...
