Weird Fuel pump/pem/whatever problem - won't start

Default Weird Fuel pump/pem/whatever problem - won't start

My XC90 won't start. Here's what I've tried and found out so far.

Saturday my XC died in town. Was able to restart and stutter if off to the side of the road. It never restarted. Since then
  • Car would turn over but and sputter a little but never "catch"
  • No pressure at the rail or at the fuel filter.
  • When the fuel line is disconnected and the the pump is "jumped" no fuel comes out. Although I can hear the pump running
  • No voltage at under hood fuse #9 for the fuel pump when the key is switched to own(not sure if there should be but just checking everything)
  • Can only jump the pump from the the pump itself. If I try to jump the pump from the White and white/black wires on the PEM connector I get nothing. Even though I used a multimeter to determine both wires are good.
  • Brand new Fuel Pressure Sensor.

Anyone have any ideas?

What engine? I am assuming the 2.5T? There are a few things that don't make sense.

1- If the pump is being jumped directly and you hear it run and there is no pressure, this would indicate a bad pump.
2- Fuse 9 is not for the fuel pump. There shouldn't even be a fuse in spot 9 according the my wiring diagrams and the owner's manual. Check fuse 21.
3- You said you can jump the pump and hear it whine. Then you said you jump the pump and get nothing. Where are you jumping the pump and hearing it whine?
