Default wiring up fog/driving lights.

I'm wiring in driving lights, or fog lights and there are a couple of capped off wires behind covers but they don't have voltage. They have ohms to ground on the left side, but when I turn on fog light switch one side gets +dc, not sure if these wires were meant to be the fog lights. They are both in the perfect position to power them. Any help would be appreciated.

I'm going thru similar experience 2000 S70 GLT SE. I learned that you have to install a lighting relay underneath the dash where you remove the lower access panel. Havent had time to get in there yet but thats what i've been told. Take a look and let me know if you got them working.
